Assessment of early childhood development organisations, public finance, and service delivery in Tanzania

The government of Tanzania’s National Multisectoral Early Childhood Development Programme (NM-ECDP) signals strong intent for improving early childhood development. This project will undertake a situation analysis to support the delivery of quality early childhood development  services at scale.

NM-ECDP is a flagship initiative, bringing together different ministries and stakeholders to improve early childhood development  outcomes and learning through approaches rooted in the Nurturing Care Framework.

However, significant systemic and institutional challenges may present a barrier to delivering quality early childhood development  services at scale in Tanzania.

This project will undertake a detailed participatory situation analysis focusing on three strands that are crucial for providing quality early childhood development  services at scale: organisations (strand 1), public finances (strand 2), and services delivery (strand 3).

  • The first strand will involve undertaking a participatory diagnostic of key early childhood development organisations using adapted political economy and stakeholder analysis methods to develop a shared understanding of factors influencing organisational accountability, motivation, leadership and coordination to deliver on early childhood development .
  • The second strand will focus on a public finance assessment on early childhood development  budgeting and expenditure that aims to identify fiscal pathways and constraints to effectively scale quality early childhood development  services.
  • The third strand involves assessing early childhood development  service quality in Tanzania to better understand existing early childhood development  services provided in Tanzania, for instance the types of services, their accessibility and affordability. 

We will engage with key government officials and other stakeholders to ensure this project is collaborative and co-designed with government. This will help ensure that our work is relevant and useful to the government of Tanzania.
